Publication Ethics/Conflict of Interests

Kyiv-Mohyla Law and Politics Journal accepts original articles which were not published before.

The editorial staff considers the practice of plagiarism, infringement of copyright and scientific ethics unacceptable and takes all possible measures to prevent it. Each article is checked for plagiarism through Unichek. In case of plagiarism, the paper will immediately be returned to the author without consideration for publication in the journal.

In case of any conflicts between the author and the journal, the editorial board refers to COPE (Committee on Publication Ethics) standards of publication ethics. For more information, please visit: http://publicationethics.org/

In the case that the author does not accept reviewers’ remarks, the editorial board considers on any conflicts and makes final decision. If the author does not agree with the final decision, s\he has a right to withdraw the paper without consideration for publication.

Policy on retraction of publications

Supplement to Annex 2 of the Regulations on the Periodical Academic Journals of NaUKMA (editorial policies) (Order № 549 of December 7, 2017).

The policy was adopted in accordance with the recommendations of the Committee on Ethics of Scientific Submissions (Committee on Publication Ethics (COPE).

Withdrawal of the text of an academic article (retraction) is a mechanism for correcting published information and notifying readers that the published academic article contains serious deficiencies or erroneous data that cannot be trusted. Inaccurate data can be the result of both randomness and deliberate violations.

The retraction of a scientific article is used to inform readers about cases of duplication of publications (when authors send the same material to several publications), plagiarism and concealment of conflicts of interest that could affect the interpretation of data or recommendations for their use.

The main purpose of an academic article retraction is to correct and ensure the integrity of the information published in the journal.

The main reason for the article retraction is a violation of the ethical principles of the journal, namely:

  • The presence of illegal borrowings of the text in significant amount;
  • Duplication of the article in several editions;
  • Detection of fabrication or falsification in the article (for example, for experimental research data);
  • Identification of serious errors in the article (for example, misinterpretation of the results), which call into question the scientific value of the material;
  • Incorrect composition of authors (the list of authors includes persons who do not meet the authorship criteria);
  • Authors have a hidden conflict of interest (and other violations of publishing ethics);
  • Reprint of the article without the consent of the author;
  • Other violations of the journal's ethical principles.

The reasons for the article retraction are:

  • The author's request to withdraw the article;
  • Submission of the editor-in-chief of the journal.

Procedure for the article retraction:

1. The decision to withdraw the article is made by the editorial board of the journal on the proposal of the editor-in-chief of the journal. The submission must contain information on the existence of grounds for the article retraction specified in these current rules. The decision to withdraw the article is made taking into account the answer of the author of the article, which substantiates his position on the issue of withdrawal of the article (subject to the receipt of this answer).

2. If the author / author's team deems it necessary to withdraw the article, they turn to the editors, explaining the reason for their decision. The editorial board responds to the authors and if there are grounds for retraction, it independently withdraws the text of the article.

3. If the editorial board decides to withdraw the text of the article on the basis of its own expertise or information received by the editorial office, the author / author's team shall be informed and the author is expected to respond. If the author / author's team ignores the editorial board's request, the editorial office has the right to seek the help of the NaUKMA Research Ethics Committee / or to retract the publication without taking into account the author's opinion.

4. The decision to withdraw the article shall be made during the meeting of the Editorial Board of the journal.

5. Having decided to withdraw the article, the editors indicate the reason for the retraction (in case of plagiarism - indicating the source of borrowing), as well as the date of retraction. The article and the description of the article remain on the magazine's website as part of the relevant issue of the magazine, but the electronic version of the text is marked "Retracted" and the date of retraction. The same mark is placed in the article and in the contents of the issue.

6. The editor-in-chief of the journal sends to the Publishing Council the minutes of the  editorial board's meeting, which indicates the date of the meeting, the composition of those present, the results of the examination, a reasoned decision and completed form:

  • Author's name and title of the article
  • Title, volume, issue and year of publication, the text of which is being retracted
  • Initiator of article retraction
  • Grounds for the article retraction and date of decision
  • A link to a page on the publication's website that provides information on retraction
  • Article source data and DOI
  • Topics of the article

7. The author (lead author in the case of collective authorship) is sent the minutes of the  editorial board's meeting with the wording that justifies the reason for the article retraction.

8. The editorial board of the journal at the same time as the decision to withdraw the article may decide to impose a ban on the acceptance for publication of articles by the author of the retracted article for a certain period.

9. Information on the article retraction is posted on the website of the journal.

Principles of fair assessment (DORA)

The journal supports the principles of the San Francisco Declaration on Research Assessment (DORA). We evaluate submitted materials solely on the basis of their scientific content, methodological quality and contribution to science, rather than on the basis of journal indicators or author citation rates. The journal recognises various forms of scientific results, including theoretical and empirical research, data sets, critical editions, translations, and reviews.

Research data management and FAIR principles

The journal adheres to FAIR principles in managing research information. We ensure that materials are findable by assigning DOIs and standardised metadata; accessible through open access via our platform; interoperability through the use of commonly accepted metadata formats; and reusability through open access licensing and the provision of complete bibliographic and descriptive data.

The journal encourages authors to deposit data generated during the research process in open repositories (e.g., Zenodo, OSF, Figshare, or institutional archives) to ensure openness, transparency, and reusability. At the same time, the journal adheres to ethical standards regarding the dissemination of sensitive and confidential research data, which may only be accessible under controlled access, with a limited range of users and after appropriate approval, while the metadata of such materials must still be findable and described in accordance with FAIR standards.
